　　摘 要

　　腐败是国家和社会的毒瘤，严重影响着我们国家政治经济文化，以及社会主义事业的发展。促进反腐倡廉制度的不断完善是加快我们各项事业大繁荣、大发展的必然需要。也是巩固党的执政地位，提升我党执政能力的必要途径。近些年来，我国反腐斗争日益激烈，反腐形势日益严峻。如何进一步完善我国的反腐倡廉制度，使反腐倡廉制度适合于现阶段国情和社会发展的需要，成为现今反腐倡廉研究领域中的重心。

　　本文以反腐倡廉制度为重点研究对象，总结归纳了反腐倡廉制度的形成与发展过程，概述了反腐倡廉制度的基本内容，分析了反腐倡廉制度存在的问题及原因，提出了完善反腐倡廉制度的基本思路。

　　第一部分考察了反腐倡廉制度的形成与发展历程。阐述了民主革命时期以及以毛泽东、邓小平、江泽民、胡锦涛和习近平为核心的党中央领导集体在反腐倡廉制度形成和发展过程中的各项重大举措，指出各时期我国反腐倡廉制度的形成和发展历程。

　　第二部分论述了我国反腐倡廉制度的基本内容。通过阐述我国反腐倡廉的教育制度、监督制度、惩罚制度和保障制度，分析了我国反腐倡廉制度的基本内容，论述了各项制度的构成和基本的运作方式。

　　第三部分分析了反腐倡廉制度存在的主要问题及原因。通过研究发现了目前我国反腐倡廉制度中存在的问题。主要问题包括反腐倡廉制度的相关法律法规的不完善、制度本身存在一定的缺陷、权力制约和监督机制的缺陷以及教育机制的乏力等。从社会传统、制度本身以及党风不良等客观原因，以及人性、主观思维以及法律意识淡薄等主观原因两个方面探讨了反腐倡廉制度问题产生的原因。

　　第四部分提出了完善反腐倡廉制度的基本思路。根据我国反腐倡廉制度存在的问题和原因为基础，分别从教育制度、惩罚制度、监督制度和法律制度等方面提出来反腐倡廉制度完善的基本思路，以期能够给我国的反腐倡廉工作提供一定的政策建议和意见。

　　Abstract

　　Corruption is a cancer of the state and society, seriously affecting the politics,economy and culture of our country, as well as the development of socialism.

　　Acceleration of anti-corruption construction is not only the inevitable demand forspeeding up the prosperity and development of our socialism, but also the necessaryway to enhance status and capability to be in power of our country. How to improvethe anti-corruption system furthermore to make it suitable for the temporal nationconditions and the development of the society, has become the center of gravity in thefields of anti-corruption research nowadays.

　　In this article, our key research is about the anti-corruption system with themethods of the fundamental method. And we make the summary of the formation anddevelopment process of the anti-corruption system, summarize the basic contents ofthe anti-corruption system, analyze the existing problems and reasons of theanti-corruption system, and put forward the basic thoughts of improving theanti-corruption system.

　　Part I. Investigation of the formation and development of anti-corruption systemWe described the major initiatives in the process of the formation anddevelopment of anti-corruption system during the period of democratic revolution , aswell as Mao Zengdong, Deng Xiaoping , Jiang Zemin , Hu Jintao and Xi Jinping asthe core leader of our party. Moreover, the article pointed out that the formation anddevelopment of each period of our country's anti-corruption system.

Discussion of the basic contents of China's anti-corruption systemIn this section, the basic concepts of anti-corruption was introduced form the aspectsof the education, supervision, punishment and the law mainly, and we also discussedthe basic concepts of China's anti-corruption system, and the basic constitution andoperation way of each system.

　　Part III. Analysis of the present situation of anti-corruption system and the reasonfor resulting for itThe problems that exist in temporal anti-corruption system were figured outfrom our research. The main problem include the imperfect law relative to theanti-corruption system, the disadvantages of the system itself, power restriction, thedefects of supervision mechanism, education system deficiencies ,and the like. Fromthe traditional social system and style, poor and other objective reasons, the reasonsof the anti-corruption system problems on the two aspects of human nature, and thesubjective thinking and awareness of the law and other subjective reasons.

IV Putting forward the basic thoughts to excel the anti-corruption systemAccording to the existing problems and reasons of China's anti-corruptionsystem, we put forward the basic ideas of perfecting the system of anti-corruption,from the education system, punishment system, supervision system and the legalsystem respectively, in order to be able to give some policy suggestions and opinionsfor our country's anti-corruption system.
