　　随着我国改革开放力度的不断加大，非公有制经济得到了飞速发展。作为我国社会主义市场经济的重要组成部分的非公企业，在推动我国经济战略结构调整、满足人民群众多方面需要、增加税收、促进就业等方面发挥了重要作用。
　　
　　坚持和完善党的领导是我国宪法确立的一项基本原则。非公企业党建即非公有制企业的中国共产党的建设工作，是新时期党的建设的重要阵地。非公有制企业党建是党的建设一个全新领域，新形势下，执政的中国共产党如何做好非公有制企业党建工作，从而引导非公有制经济健康发展，实现对这一领域的领导，是我们党面临的一个重大而又现实的问题。党的十六大首次把非公有制经济组织中党组织的职责任务写进《中国共产党章程》。2012 年，中共中央办公厅印发《关于加强和改进非公有制企业党的建设工作的意见（试行）》，为新时期党建工作提供了政策支撑。
　　
　　当前，我国非公企业党建工作总体上还处于一个相对薄弱的环节，存在组建党组织困难、党员数量相对较少、党员组织活动流于形式、党组织和党员作用发挥不到位等一系列的现实问题。论文以中国特色社会主义理论为指导，立足于新形势下非公有制企业发展的新实际，着眼于非公有制经济发展对党建理论研究所提出的迫切需要解决的理论与实践问题，针对非公有制企业党建工作的特点，试图对非公有制企业党的组织建设理论与实践作一些探索。
　　
　　论文首先对非公企业党建的基本理论进行梳理和明晰，明确非公企业和非公企业党建的概念，介绍我国非公企业和非公企业党建的发展历史过程，阐述选题的依据及研究的意义。其次以日照市岚山区非公企业党建工作为对象，系统考察岚山区非公企业党建工作经验做法、存在的问题以及产生的问题原因，在此基础上，探索新形势下非公企业党建工作的新机制和新思路。最后在对非公企业党建工作进行实务考察的基础上，从思想教育、角色定位、队伍建设、机制建设等方面进行分析，从理论层面上阐述新时期抓好非公企业党建工作的基本途径。
　　
　　做好非公企业党建工作要找准非公企业党建工作存在的问题，找准党建与企业发展的结合点，加强针对性和有效性的对策研究，让非公企业在思想上接受党建工作、在经济发展中认识到党建工作的重要性，充分发挥党组织在企业职工的政治引领作用，推动非公企业健康、科学发展。

　　Uphold and improve the leadership of the party is a basic principle of our country'sconstitution. Non-public enterprise party building of non-public enterprise the constructionwork of the communist party of China, is an important position of the party's construction inthe new period. 　　Attaches great importance to and strengthen the construction of the party's basic-levelorganization is a basic principle of marxist theory of party building. At present, the non-publicenterprises party construction in our country in general is still in a relatively weak link, form aparty organization difficulties, the relatiely small number of party members, party members'group activities become a mere formality, party organizations and party members to play doesnot reach the designated position, and a series of practical problems. Paper guided by thetheory of socialism with Chinese characteristics, based on the development of the non-publicenterprises under the new situation new reality, focusing on the development of the non-publicsector institute of party construction theory put forward by the urgent need to solve theproblem of theory and practice, aiming at the characteristics of the non-public enterprisesparty construction, attempts to non-public enterprise party organizations construction theoryand practice of exploration.
　　
　　Thesis first sorted out the basic theory of the non-public enterprises party constructionand clear, clear the concept of non-public enterprises and non-public enterprises partyconstruction, introduces the non-public ownership enterprises in our country and thedevelopment history of non-public enterprise party construction process, this paper selectedtopic basis and research significance.
