　　摘要

　　党风廉政建设是中国乃至世界的一项重大政治课题，腐败问题一直是影响我国发展的一个主要因素。同各种消极腐败现象做斗争是由中国共产党的性质和宗旨决定的，党反对腐败的决心是一以贯的。我国的党风廉政建设虽然在改革开放以后取得了重大的成绩，但党风廉政的建设依然任重而道远，尤其是在新的历史时期，腐败问题也愈演愈烈，消极腐败现象在一些领域、一些部门仍然呈现着易发、多发的态势，违法违纪案件也呈现出一些新情况、新特点，譬如贪污腐败群体化、高官化、年轻化、隐蔽化等。而且近些年来，侵犯群众利益，欺压百姓的腐败案件时有发生，极少数中高级干部严重违法违纪案件也影响恶劣，积累了大量矛盾并影响到社会稳定和国家发展。虽然我党自执政以来，一直从国家兴亡的高度重视反腐倡廉建设，也出台各种政令坚持不懈地进行反腐败斗争，逐步确立并不断地强化制度反腐思想。但是当前腐败现象尚未得到根本遏制，各种不廉洁行为依然在侵蚀党的先进性和纯洁性。为了巩固我党的执政地位，从改革开放以来一直到今天习近平执政期间我党在治理腐败问题方面都提出许多建设性的方针政策。

　　因此深刻领悟党风廉政建设的意义和内涵，寻找有效路径和对策，对于全面建设小康社会、推进党的建设新的伟大工程、构建社会主义和谐社会、发展中国特色社会主义事业都具有重大的理论意义和现实意义。

　　改革开放以来，我国经济社会转型的步伐不断地加快，这也对我国的党风廉政建设提出了更高层次的要求，不断推动中国特色社会主义事业向前发展的一个重要前提就是要继续坚定不移地深化我国的党风廉政建设。立足我国当前廉政建设现状，科学把握马克思理论教育原理与方法，有利于更好的加强党的执政能力建设，切实维护社会的公平正义，实现社会的和谐发展。先进有助于突破廉政建设工作中出现的瓶颈与困境，因此，本文在厘清党风廉政建设的内涵，发展历程，理论基础上，科学分析了我国党风廉政建设的必要性以及存在的不足，探讨党风廉政的实践途径和长效机制，以进一步适应新形势我国的党风廉政建设工作，构建行之有效的惩治预防腐败体系。

　　ABSTRACT

　　The construction of honest government is a major political issue in Chinese andeven in the world, the problem of corruption has been a major factor affecting thedevelopment of our country. With a variety of negative corruption struggle isdetermined by the nature and aim of the Communist Party of China, opposition ofcorruption is a consistent. Party conduct Lianzheng construction in our country althoughin after the reform and opening up has made great achievements, but the building of theparty still has a long way to go, especially in the new historical period, the problem ofcorruption has intensified, the corruption phenomenon in some areas, some departmentsstill showing a prone, multiple posture, the cases are showing some new situation andnew features, such as corruption, official groups, younger, such as hidden. But in recentyears, infringe upon the interests of the masses, the oppressed people of corruptioncases have occurred from time to time, a few of the senior cadres serious illegal casesare a bad influence, the accumulation of a large number of contradictions and affectsocial stability and national development. Although our party since taking office, hasbeen from the construction attaches great importance to anti-corruption national rise andfall, also issued various decrees anti-corruption struggle unremittingly, and graduallyestablish and constantly strengthen the system anti-corruption thought. But at presentthe phenomenon of corruption has not been fundamentally curbed, all kinds of dishonestbehavior still advanced in the erosion of the party and purity. In order to consolidate theparty's ruling position I, from the reform and opening up until today, the ruling party inthe period of Xi Jinping I administer the problem of corruption are put forward manyconstructive policy. Therefore, deeply understand the meaning and connotation ofconstruction of a clean and honest administration, seeking the effective approaches andcountermeasures, for the comprehensive construction of a well-off society, promote theconstruction of the party, the new great project of the construction of socialistharmonious society, is of both theoretical and practical significance of the developmentof the cause of socialism with China major.
