　　我国是一个多民族的国家，庞大的“民族大家庭”由 56 个民族组成，我们的“母亲”养育着这片土地上的每一个民族，在这片土地上各个民族都平等、互助、团结及共同繁荣发展。由于生存和发展的需要，一个民族不可避免地与其周围的其他民族发生关系，在交往的过程中理解与认识彼此，学习彼此的长处，补充彼此的不足之处，同时在交往过程中会出现这样或那样的矛盾。福海县位于我国新疆北部，阿勒泰地区中南部。在漫长的历史长河中，福海县汉哈民族关系取得了很大成就与宝贵的经验。福海县汉族与哈萨克族民族关系总体和谐、稳定的同时，也出现了一些问题，给福海县汉哈民族关系带来了挑战。
　　
　　本文主要从马克思主义民族理论与政策的角度出发，采取文献参阅、参与观察法、访谈法及田野调查研究方法等方法，对福海县汉哈民族关系的历史脉络与现状进行分析与总结，探寻福海县汉哈民族关系中存在的问题及解决措施，力图说明福海县汉哈民族关系的模范价值。本篇论文的主要内容如下：
　　
　　一，本篇论文在其他学者的研究成果的基础之上，对民族关系的理论概念进行了总结和分析。二，新疆福海县汉哈民族关系作为研究对象，采取历史文献法、参与观察法、访谈法等研究方法，结合民族学的民族关系理论讲述和调查了福海县汉哈民族关系的历史演变及现状。三，通过调查及分析指出了福海县汉哈民族关系中存在的一些问题。这些问题主要是：由于汉哈民族经济发展程度不同而引起的矛盾、由于对一些民族政策的误解而引起的矛盾及影响民族感情的矛盾。四，为福海县汉哈民族关系进一步协调发展提出了对策建议。完善福海县汉哈民族关系靠我们要加快经济发展、促进文化交流与合作及提高各民族综合素质来实现。这样才能够使福海县各族群众共同享受发展成果及更加繁荣发展。
　　
　　总之，良好的民族关系对经济的发展、政治的稳定、文化的繁荣及社会各方面的进步都有其积极的推动作用。所以，要想推动社会发展，必须注重及搞好民族关系。在民族关系的状态良好的情况下，我们更应该完善及发扬这种民族关系良好的精神。福海县汉哈民族之间的关系也是如此，汉族和哈萨克民族之间的关系良好，和谐的民族关系为福海县社会的进步，经济的发展及文化的交融提供了更好的条件。如今的福海县民族平等、社会和谐，各民族共同繁荣发展，当然，这一切都离不开党的正确领导和民族关系的和谐程度。

　　Due to the need for survival and development, a nation other nations inevitably itssurrounding relationship, understand and know each other, learn from each other'sstrengths in the process of interaction, while in the communication process will bethis or that contradiction. Fuhai County in northern Xinjiang, central and southernChina, the Altay region. In the long history, Fuhai County Chinese-Kazakh relationshave made great achievements and valuable experience. 　　First, this paper based on the research results of other scholars of the above, thetheoretical concept of ethnic relations were summarized and analyzed. Fuhai Countyfor a more perfect Ha Han ethnic relations we should speed up economicdevelopment, promote cultural exchanges and cooperation and improve the overallquality of all nationalities. Fuhai County so it can make people of all nationalitiestogether to enjoy the fruits of development and greater prosperity.
　　
　　In short, a good ethnic relations on economic development, stability, prosperityand progress in the political culture of the society has its positive role in promoting.
　　
　　So, we want to promote social development, we must pay attention to and improveethnic relations. In a state of good ethnic relations, we should improve and developthe good relations which this national spirit. Fuhai County Chinese-Kazakh relationsbetween nations, too, Chinese and Kazakh good relations between peoples, ethnicrelations and harmonious progress of Fuhai county social, economic and culturaldevelopment of the blend provides better conditions. Today Fuhai national equality,social harmony and common prosperity and development of all ethnic groups, allthis is inseparable from the right direction and extent of ethnic relations harmoniousparty.
